I. OVERVIEW AND PROJECT GOAL The Department of Community Services (DCS) of the City and County of Honolulu (“City” or “CITY”) is seeking proposals from vendors to design and implement a business acumen program for a cohort consisting of small child care businesses and providers (“Project”). The selected vendor (“Contractor” or “CONTRACTOR”) will be responsible for creating a program that enhances the business skills of child care providers and improves the overall quality of their services. The Project must also include opportunities for participants within the cohort to network with industry experts and engage in peer-topeer learning. The ultimate goal of this Project is to strengthen and sustain small child care businesses by boosting their business acumen and service quality through collaborative professional development. The budget of this Project is FIFTY FIVE THOUSAND AND NO/100 DOLLARS ($55,000.00) inclusive of all taxes and fees. II. TECHNICAL / PERFORMANCE REQUIREMENTS A. Design a business acumen plan tailored exclusively for small child care businesses that have three (3) or less employees; B. Recruit and enroll a defined cohort consisting of a minimum of ten (10) individual child care professionals. The cohort shall remain consistent throughout the duration of the program, participating in a structured series of at least monthly sessions designed to build knowledge sequentially and encourage collaborative learning; C. Support cohort members in developing streamlined operational systems that enhance the quality and efficiency of their services, which may include but not be limited to administrative processes, recordkeeping, or the planning and delivery of consistent, compliant, and sustainable child nutrition service operations; and D. Provide at minimum two (2) in-person networking event opportunities available to all cohort members
