The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Tropical Crop and Commodity Protection Research Unit (TCCPRU) in Hilo, HI, requires two IN034 Darwin [Chambers Company, LLC] Insect Rearing Chambers (or equal) that can be used in conjunction with other eight existing IN034 Darwin Insect Rearing Chambers in support mission critical research, involving rearing insects in 10 different environmental conditions to develop optimal control strategies of invasive pests.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
The reference number for this acquisition is 1232SA25Q0957 and it is being issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05 (effective 08 July 2025).
This acquisition is 100% small business set aside. The Produce Service Code is 6640 Lab Equipment and Supplies; NAICS for this procurement is: 334516 Analytical Laboratory Instrument Manufacturer, Size Standard is 1,000.
Communication Regarding this Solicitation:
The vendor shall submit a quote via email to david.tibbs@usda.gov with a subject line of “Quote: 1232SA25Q0957”, for receipt no later than 3:00 pm EDT, Tuesday, 23 September 2025. Only those quotes received by this date and time will be considered for award. Submission of the quote that does not contain all items requested below may result in elimination from consideration for award.
Quotes must include the following items:
1. The company name
2. POC Name, email address, telephone number
3. RFQ number
4. SAM Unique Entity Identifier (UEI) number.
5. Quotes should include a firm fixed price (FFP) format for all items requested inclusive of all freight/delivery/installation.
6. Quotes should contain enough information for the requiring agency to make a proper determination on technical acceptability. Quote should address the elements of the Specifications (Attachment 1) and terms and conditions.
EVALUATION: The ordering agency intends to make an award based upon the vendor quote that meets all technical requirements and is the most advantageous price (Lowest Price, Technically Acceptable).
