Phase 1: Design and development 1. Complete website information architecture and improved user experience design of the DAR website that is informed and accessible. 2. Brand and visual identity integration, and custom visual design. 3. Produce a style guide for DAR homepage and all core website landing pages to ensure consistency in terminology and visual design across DAR websites to sustain positive user experiences. 4. Produce a style guide for aesthetic Story Maps. 5. Hold three (3) discovery sessions with DAR staff to finalize both style guides. 6. Conduct one (1) user feedback session/survey on current website layout and design to inform website redesign. 7. Comply with industry and State of Hawai‘i standards for websites including those from the Information Privacy and Security Council (IPSC). 8. Website security implementation. 9. Provide site navigation/search engine optimization. 10. Ensure responsive design for mobile, tablet, and desktop devices. 11. Optimize cross-platform compatibility on all major desktop and mobile browsers. 12. Cross-browser compatibility. 13. Performance analytics integration. 14. Develop a plan for maintenance of website with estimated cost for DAR staff only, contracted out, or with both DAR staff and a contactor having roles. Recommend frequency (monthly, weekly, other) for maintenance of website after launch. Phase 2: Content Development 1. Apply the style guide with content to create a custom DAR homepage that optimizes user experience with 3 mockups for review.
