This notice serves to inform the public about an upcoming project in Huy Giap, Bao Lac District, Cao Bang Province, Vietnam. The government anticipates issuing a solicitation around May 2025. Additionally, this notice seeks to gather names of contractors interested in attending the site visit for the Base Access Request (BAR), which will be facilitated by the US Government. Due to host nation security requirements, the only way to access the site visit is the BAR submitted by the US Government. Any requests for site access after the response date will not be considered.
Projects Description: This Design-Build (DB) project involves the construction of a new two-story medical clinic to replace existing Blocks 1 and 2 within the same compound. The completed facility will adhere to Vietnam Ministry of Health standards for commune-level clinics, ensuring compliance with local and/or International Building Codes (IBC) and other applicable Vietnamese government regulations as outlined in the Request for Proposal (RFP). The project includes demolition of the existing structures, architectural and engineering design, construction of the new clinic, and installation of mechanical, electrical, and plumbing systems, ensuring full regulatory compliance. The proposed requirement is as follows:
CLIN 0001 Construct a Commune Clinic, Huy Giap, Bao Lac District, Cao Bang Province, Vietnam
This Design-Build (DB) project consists of the design and construction of a new two-story medical clinic of approximately 525 square meters, including a parking area, boundary wall improvements, and a redesigned main gate. The clinic will feature a reinforced concrete frame and roof, anti-slip ceramic tiles on a reinforced concrete slab floor, plaster or tile-finished walls over concrete masonry units (CMU), and painted gypsum board ceilings. It will include function rooms aligned with regulatory requirements, medical waste storage, a herbal garden for traditional medicine, parking, perimeter wall improvements, and a new main gate. The foundation and structure will be reinforced concrete with a concrete flat roof and an elevated steel platform for future electronic equipment. The project incorporates energy-saving solutions, requiring a minimum 4-star energy efficiency rating for lighting, fire alarms, telephone systems, CCTV, air conditioning, ventilation, and water-saving plumbing, using high-quality, low-maintenance materials to ensure durability and sustainability.
Project Magnitude is between US$500,000 and US$1,000,000 (FAR 36.204 Disclosure of the magnitude of construction projects).
A Pre-Proposal Site Visit (PPSV) for this project is tentatively scheduled for June 2025. The site visit is to provide Offerors with an opportunity to familiarize themselves with the job sites and conditions to be encountered and is not for the purpose of answering questions.
Offerors interested in the project must complete the attached Base Access Request (BAR) and provide the required information to attend the PPSV. Submit it to the site access coordinators listed below by May 19, 2025, no later than 11:00 am Thailand Time. Due to host nation security requirements, the only way to access the site visit is the BAR submitted by the US Government. Any requests for site access after the response date will not be considered.

Note:
- Contractors may submit up to 4 names (2 primaries and 2 alternates), but only 2 participants, plus 1 driver and 1 vehicle, per company shall be allowed to attend the PPSV. The driver can enter the base but must remain in the vehicle throughout the site visit. The driver is not permitted to attend the site visit or replace any of the attendees during the site visit and must present a valid form of identification or passport for base access.
- Contractors are not allowed to inspect the project sites outside of the scheduled site visits. Any Contractor that does a site inspection outside of the scheduled site will be disqualified and ineligible for award due to having a competitive advantage.
- All information relevant to the site visits will be posted on SAM.gov. Emails requesting confirmation for site visit times, locations, and other information that is clearly stated on SAM.gov will not be answered.
