The CONTRACTOR shall provide general electrical engineering services as specified on an “as-required” basis. Project Assignments and actual scopes of work shall be determined by the STATE. The CONTRACTOR shall be available to discuss the Project Assignments and the associated scopes of work within forty-eight (48) hours after being notified by the STATE. Project Assignments will be in support of Federal-aid and/or State-funded projects being designed by Harbors, Department of Transportation. Multiple Project Assignments may be assigned within a short time span. The total amount for the Project Assignments shall not exceed the sum of FIVE MILLION AND NO/100 DOLLARS ($5,000,000.00). Since the CONTRACTOR’s services are to be provided on an “as-required” basis, the amount of services requested by the STATE may be less than presently anticipated. The STATE makes no guarantee whatsoever as to the minimum amount of CONTRACTOR’s services that will be required under this Agreement and no fee adjustment will be made if the amount of services requested is less than anticipated. Work assignments will be issued to the consultant on an as-required basis and compensation will be based on agreed rates. Such work assignments shall be completed within the time period determined by Harbors. The CONTRACTOR shall provide all electrical, mechanical, geotechnical, surveying, civil, and structural engineering services necessary to complete the Project Assignments including, but not limited to the following: 1. Preparing construction plans, specifications, and estimates (PS&E) for various Harbor Waterfront Modernization projects in accordance with State and Federal procedures and requirements. This would include complete PS&E packages as well as providing plans, specifications and estimate as part of any in-house design projects for construction solicitation and may include postdesign review services. 2. Preparing 15% preliminary plans with concept schemes to be used as a project scope of work for in-house or consultant’s final design effort. 3. Providing electrical related support for in-house projects in progress, including reviewing value-engineering proposals, reviewing requests for information (RFI), change orders and shop drawings. 4. Performing dredge and wharf inspections in accordance with industry requirements, including national and federal standards that address load capacity, durability, accessibility, and utilities. 5. Assist Harbors in the review of the Designer of Record design submittals for compliance with all Federal, State and City laws, including but not limited to: Americans with Disability Act, uniform building Codes, Fire and Life Safety Codes, and Environmental codes and permits. 6. Assist in review of other professional services contracts and proposals. 7. Providing desktop planning and analysis services. 8. Coordinating all activities with HDOT and attending all project coordination meetings concerning the work required under the Project Assignments. 9. Coordinating all work with applicable government agencies and utility companies.
