DHS seeks to contract with a PROVIDER to provide services to youth and young adults currently and formerly in foster or otherwise involved with the child welfare system to transition successfully to adulthood. The services provided under this contract will be known as "Youth Empowerment and Support" or "YES" services. In Hawaii, the Department of Human Services (DHS), through its Social Services Division (SSD), oversees the implementation of these services. DHS has the responsibility for ensuring the safety, permanency, and well-being of children who have been reported to be subject to child abuse and neglect. DHS collaborates with the Judiciary, other governmental entities, and community organizations to empower the youth voice in practice and policies. In addition to the collaboration with other agencies, the participation of youth and young adults, currently in and formerly in foster care or otherwise involved in the child welfare system, is essential in providing lived experience perspectives and guidance to inform DHS practices, policies, programs, and legislative and other initiatives.
