A. With the approval of MACRO, identify qualified participants, establish, and administer a MACRO Advisory Council that does not replicate or duplicate other military and community councils. Recommend potential participants based upon the individual's responsibilities and authority to speak on behalf of military installations, community stakeholders, private industry, academic institutions, and other areas as appropriate. With the approval of MACRO, create guiding documents for the Advisory Council. The successful offeror shall: 1) Utilize the foundational recommendations and guiding documents developed previously to assist with the launch and continued operation of the MACRO Advisory Council. This includes: a) Supporting member onboarding and fostering cross-sector collaboration between military, community, private, and academic stakeholders. b) Ensure the Council adds value without duplicating the efforts of other advisory or engagement entities. 2) needed, based on initial implementation feedback 3) Develop agendas, minutes, and action item tracking aligned with MACRO priorities. B. With the approval of MACRO, establish a Strategic Steering Committee (SSC) led by the MACRO Strategic initiatives Group (SIG). The Strategic Steering Committee will include participation from willing state and county government offices that provide subject matter expertise from their offices on military and community relations within Hawaii. The SSC will serve as a working group that assesses potential issues on military and community relations within Hawaii, provide awareness of these issues, and provide suggested direction of efforts for improvement of military and community relations within Hawaii. C. Produce a refined series of strategic issue briefs, tailored for decision-makers, that provide succinct, actionable insights on high-priority military-community issues. 1) Include the Native Hawaiian perspective when appropriate, ensuring cultural and historic context is imbedded. 2) Support MACRO leadership in using these materials for legislative briefings, agency coordination, and community education and engagement. 3) Up to seventeen issue briefs will be required during the period of performance...
