The Contractor shall provide all materials, equipment, labor, and expertise necessary to deliver a comprehensive, secure, cloud-based background investigation software platform for the City and County of Honolulu, specifically for the Honolulu Police Department (HPD). This scope of work includes the design, delivery, configuration, integration, and the support of the platform that streamlines and manages the end-to-end background screening process for prospective employees. The platform will be fully compliant with the FBI Criminal Justice Information Services (CJIS) Security Policy and support applicant tracking, background checks, investigation workflows, and reporting functionalities. II. Minimum Requirements A. Software Platform 1. Centralized Applicant Data Management • Secure Database Design and Storage • Develop a secure, centralized database to store applicant Personal History Questionnaires (PHQs) and related records. • The database must be fully compliant with FBI CJIS Security Policy for access control, encryption, and secure data-sharing operations. 2. PHQ History Tracking • Implement a feature to automatically track and flag any modifications made by applicants to their PHQs. • Historical changes to PHQs will be visible to all participating agencies during new application reviews, ensuring full transparency and accountability. 3. Compliance with Security Policies • Ensure the system adheres to all CJIS, federal, state, and local security standards for database management and data-sharing. B. Unlimited Applicant Pre-Screening and Tracking 1. Pre-screening Functionality • Automatically screen applicants using the submitted PHQ/PHS data to identify disqualified applicants based on predetermined criteria (e.g., criminal history, employment eligibility, etc.). • Enable real-time tracking of applicants across multiple participating agencies. 2. Applicant Status and Discrepancy Reporting • Implement automated reporting to flag discrepancies or changes in applicant records from previous applications. • Reports will highlight modifications to PHQs, including changes to personal information, criminal history, or other key attributes. 3. Demographic and Eligibility Reports • Produce demographic, eligibility, and trend reports to support recruitment, diversity, and compliance goals for HPD.
