A. Strategic Planning Assess DHHL community needs and readiness for digital adoption. Identify opportunities for digital literacy, telehealth, workforce, and youth engagement. Develop a detailed implementation strategy with goals, timelines, partners, and projected outcomes. B. Program Design Propose programs or initiatives (e.g., Tech Savvy Teens, Digital Navigators, Workforce Training Cohorts). Recommend metrics and performance indicators for NTIA reporting. Include outreach, logistics, and delivery mechanisms for community-based implementation. C. Implementation Support Identify staffing, subcontractors, or community partners necessary to execute the plan. Provide budget estimates and cost breakdown for proposed initiatives. Support DHHL in program rollout, coordination, and reporting as approved. D. Reporting and Compliance Align all activities with TBCP II Use and Adoption guidelines, and 2 CFR Part 200, Provide draft reports, data templates, and performance dashboards to track participation and impact.
