Specifications include, but are not limited to: Service Activities (Minimum and/or mandatory tasks and responsibilities) Applicant is the entity or agency that submits a Proposal under this RFP. The Contractor is the Applicant submitting the most advantageous Proposal that will ultimately enter into an Agreement with the DOE under this RFP. Services required by the Department and the Contractor that provides services may be referred to as the Program. Hereinafter, Applicant, Contractor and Program are used interchangeably, but refer to the Provider of the proposed or actual services. Contractor is to provide an alternative education program for an average of sixty (60) identified Leeward Oahu students a day for the period of the Contract, following the official DOE Single School Calendar. Multi-track students placed at the site will follow the DOE Single School Calendar. The identified students may be regular, 504, or certified special education students
