Specifications include, but are not limited to: Professional services of actuarial firms as the Insurance Division’s primary consulting property and casualty actuary for the following projects commencing June 2019, through May 2022: To analyze medical malpractice, hurricane, professional liability, general liability, workers’ compensation, motor vehicle, homeowners, property, inland marine, surety insurance rates, and hurricane models to determine that they are not excessive, inadequate or unfairly discriminatory in relation to the coverage afforded pursuant to Hawaii Revised Statutes (“HRS”) chapter 431 and acceptable actuarial techniques. To provide actuarial analysis of the expected impact of property and casualty insurance-related administrative rules of state agencies and legislation, including review of industry’s calculation of proposed or enacted legislative impact. To provide expert witness testimony representing the Insurance Commissioner, if necessary, to justify the Insurance Division’s position relative to rate filing decisions when necessary.
