Specifications include, but are not limited to: Develop a tactical implementation plan that addresses the modernization and expansion of Hawaii’s broadband infrastructure and meets the goals and objectives in the 2020 Hawai‘i Broadband Strategic Plan and the Broadband Hui’s Digital Equity Declaration. The master plan will encompass three main areas: 1. Current status of Hawaii’s broadband infrastructure inclusive of a county level assessment regarding universal access, pricing, network speed and bandwidth, resiliency, reliability and stability. Definition of the overall broadband objectives in terms of universal access, pricing, network speed and bandwidth, resiliency, reliability and stability. 2. Gaps identified, inclusive of county level assessment, regarding universal access, pricing, network speed and bandwidth, resiliency, reliability and stability. Recommendations to close the identified gaps, including infrastructure changes and related costs and resource/time and effort necessary. Where possible, identify and quantify the economic and social impact of gaps identified. 3. Infrastructure development model options, in terms of choices that would optimize the meeting of the broadband objectives at the most favorable cost level.
