The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide Supervisory Control and Data Acquisition (SCADA) relays and devices to operate on a 34.5kV system that has equal performance and listing/approval requirements to the following Schweitzer Engineering Laboratory (SEL) products. This notice seeks products that have equal performance and listing/approval requirements as the SEL products below, but are not manufactured by SEL.
Fiscal Year 2025 Military Construction Project P-1181, Harden Critical Feeders on Naval Base Guam, Joint Region Marianas, Guam, requires products with the following characteristics:
SEL-351 feeder protection and breaker control (FPBC) relay.
SEL-311 line relays.
SEL-411 line relays.
SEL-387A bus differential protection relay.
SEL-487B bus differential protection relay.
SEL-2414 transformer monitor.
SEL-735 power quality and revenue meter.
SEL-3355 real-time automation controller (RTAC) with HMI option.
SEL-2407 GNSS clock.
SEL-ICON multiplexer.
- Communication Compatibility: All new systems must communicate using communication requirements outlined in GPA specification E-028 found at: https://go.opengovguam.com/bids/tech_docs/gpa
- Front-End Integration: All new RTU controllers and systems must be 100 percent compatible with the existing GPA SCADA system per GPA standard E-028.
- Customizable logic: Logic shall be configurable and flexible for specific applications using programmable logic equations. Software to also be intuitive with configurable settings and reporting.
- Warranty: Devices shall be provided with a ten-year warranty and designed for a working life of at least twenty years.
- Operating principle: Must be microprocessor-based.
- Environmental Resistance: Devices electronic components shall be conformally coated for operation in high-humidity, high-temperature, or dusty environments.
This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague.
