DUE TO THE URGENT/IMMEDIATE NEED FOR LUMBER THE RESPONSE TIME IS LESS THAN 24 HOURS
The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Procurement Section is issuing this Request for Quotation (RFQ) for the purpose of procuring lumber within the territory of Guam for disaster declarations 4715.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 15 Contracting by Negotiation, as supplemented with additional information included in this notice.
The solicitation number 70FBR923Q00000037 is being issued for a request for quotes (RFQ) for Small Business contractors. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04.
This procurement is a 100% Small Business set-aside and the associated North American Industrial Classification System (NAICS) code for this procurement is 423310 Lumber, Plywood, Millwork, and Wood Panel Merchant Wholesalers with a small business size standard number of 150 employees.
The Government will give preference to local offerors small business concerns that reside or primarily conduct business within the disaster territory of Guam, affected by Disaster Declaration under the Robert T. Stafford Act.
Multiple awards may be made to the responsible offerors submitting an overall quote that is determined best value to the Government’s needs, price and other factors considered, using the procedures prescribed in the technical evaluation factors.

Responses to this Request for Quote are due electronically to Demetria.carter@fema.dhs.gov and cc: Tiffany.young@fema.dhs.gov no later than 11:30 pm CHST, on Thursday, July 20, 2023. This solicitation requires an active registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.
Contractors are requested to submit their fixed price cost on Attachment 2 Pricing Worksheet.
Period of Performance will be 2 days from date of award.
Evaluation Factors for Award
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the best value to the Government’s needs, price and other factors considered. The factors are listed below in descending order of importance. All evaluation factors, other than price, when combined, are significantly more important than price. The following factors shall be used to evaluate offers:
Factor 1 – Price and Delivery Schedule: (Pricing Worksheet is also available in Excel) Simply complete insert the fixed price cost. The government will confirm calculations for accuracy.
Factor 2 - Technical: Technical is the factual documentation of the firm’s ability to obtain the required material and deliver the items in the prescribed time.
The technical evaluation rating criteria are defined as follow:
Rating Description
High Confidence - The Government has high confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in performing the requirements with little or no Government intervention.
Demonstrates an excellent understanding of the requirements and an approach that significantly exceeds performance or capability standards. Proposal has significant strengths that will significantly benefit the Government. Risk of unsuccessful performance is very low.
Some Confidence - The Government has some confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in performing the requirements with some Government intervention.
Demonstrates an understanding of the requirement and an approach that meets performance or capability standards. Proposal presents an acceptable solution with few or no strengths. Risk of unsuccessful performance is moderate.
Low Confidence - The Government has low confidence that the Contractor understands the requirement, proposes a sound approach, or will be successful in performing the requirements even with Government intervention.
Demonstrates a shallow understanding of the requirement and an approach that only marginally meets performance or capability standards necessary for minimal but acceptable contract performance. The risk of unsuccessful performance is high.
