Getting Urgent Assistance Mobilized to Support Typhoon Repairs ON Guam
INITIATIVE TO CONDUCT EMERGENCY HOME REPAIRS
The Getting Urgent Assistance Mobilized to Support Typhoon Repairs ON Guam (GUAM STRONG) initiative was authorized on July 18, 2023, to provide limited habitability repairs to dwellings so impacted families can safely shelter in their homes while permanent solutions are identified and delivered. Given the remote location of the territory, its continued vulnerability to future disasters, the large number of displaced families, and the lack of available sheltering and housing resources, GUAM STRONG was authorized pursuant to Section 403 of the Stafford Act. The Voluntary Agency Liaisons (VALS) are working with the National Voluntary Organizations Active in Disaster (VOAD) to recruit from their member networks, skilled laborers, needed to make necessary repairs to the identified damaged dwellings. Invitational travel will be extended to these volunteers, to cover their travel expenses and to make home repairs in Guam.
This initiative provides participating voluntary agencies with invitational travel and lodging/meal expenses for deployed volunteers in addition to providing tools, and building materials needed to make eligible emergency repairs to homes damaged by Typhoon Mawar. Housing skilled volunteer laborers is an essential component of GUAM STRONG emergency home repairs.
At this time, FEMA VAL’s are expecting volunteer crews to be deployed on a two-week rotating basis. We anticipate maintaining an average of 4 crews with about 5 volunteers but will not exceed having 30 volunteers at once.
For GUAM STRONG to start and continue emergency repairs, FEMA requires housing of volunteers:
Minimum Requirements
- Base Period – From August 20, 2023 – November 23, 2023
- Space be available for a minimum of 3 months
- Units with kitchen access in each unit (Kitchens with stove and refrigerator, no other appliances are required.)
- Units with safe and secure (windows; door(s) that lock; if multiple levels, secure stairs; indoor plumbing (restroom (shower/toilet), fire suppression/ fire extinguisher)
- Utilities included with each rental unit
- Units with access to a washer and dryer
- Access road to proposed rental units are safe and accessible via 2-wheel drive car
- Space for parking
At the government rate plus tax, furnishings will be provided through the lodging management. Due to the nature of this work, skilled volunteer laborers, will be rotated in and out of housing every 2 weeks. Thus, this will be consistent turnover or residents within the housing/lodging units provided.
