The GUAM STRONG: Getting Urgent Assistance Mobilized to Support Typhoon Repairs ON Guam initiative engages voluntary agencies to perform minor emergency home repairs as a form of non-congregate sheltering as authorized under section 403b of the Stafford Act. Through this initiative FEMA provides invitational travel support for volunteers as well as the tools, supplies, and building materials needed for residential repairs. Supply contracts (NAICS: 444130/PSC: 5510) are being sought to provide the building materials for an estimated 125 home repairs over the course of 4 months.
Emergency repairs are needed to make damaged dwellings safe, sanitary, and secure as viable shelter-in-place options. GUAM STRONG can help fill this unmet needs for dwelling repairs to restore utilities, functional essential living space, accessibility, and necessary debris clearance. The primary areas GUAM STRONG can assist with are:
- Exterior Safety and Security
- Weatherproofing to include repairing or replacing roofs including installing hurricane ties and repairing of walls;
- Repair or replacement of broken windows and nonfunctioning exterior doors; and
- Minor exterior work to provide safe access (e.g., stairs, ramps).
- Utilities
- Work necessary to restore essential electrical supply;
- Work necessary to provide a safe water supply – this may include repair or decontamination of water catchment system if only source of potable water.
- Functional Areas
- Ensure one useable bathroom sink, shower/bathtub, toilet and tank;
- Ensure functional kitchen facilities to include a base cabinet to support sink and countertop for minimal food preparation; and
- Interior Health and Safety
- Interior sanitization which may include mucking and gutting, cleaning and sanitizing of interior spaces, and mold remediation;
- Interior wall/ceiling replacement for the purpose of safely covering any exposed electrical work, or to ensure covering of any exposed hazards;
- Repair or replacement of nonfunctioning essential interior doors (e.g., bathroom door and bedroom doors); and
- Minor interior work to provide safe access (e.g., stairs, ramps) to living spaces.
- Installation of carbon monoxide and/or smoke detectors.
- Accessibility
- Provide essential items and work necessary to ensure safe sheltering for individuals with disabilities, and those with access or functional needs.
- Debris Removal
- Removal of disaster-related debris to the right of way to ensure safe entry into the dwelling, inspect and perform eligible emergency work, and safely shelter in place.
Attached is the list of building materials that may be required to complete the aforementioned work. This list is being reviewed and validated by the US Army Corps of Engineers to ensure it was complete and appropriate for the types of emergency repairs eligible through GUAM STRONG.
The strategy is to seek multiple local vendors who can supply these listed items. It is anticipated that there will be 4 volunteer crews working simultaneously and each crew would complete two home repairs per week. Up to 8 orders for materials can be expected each week. As part of the home assessment, the specific materials and quantities needed for that home repair are identified from the attached master list of materials. Each material request form is provided to local vendor who would pull from current inventory and make available for pick up by volunteer crews within 48 hours.
