The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Procurement Section is issuing this urgent Request for Quotation (RFQ) for the purpose of procuring the services of American Sign Language within the territory of Guam for disaster declaration 4715.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 15 Contracting by Negotiation, as supplemented with additional information included in this notice.
The solicitation number 70FBR923Q00000025 is being issued for a request for quotes (RFQ) for Small Business contractors. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04, effective June 02, 2023.
This procurement is a 100% Small Business set-aside and the associated North American Industrial Classification System (NAICS) code for this procurement is 541930 Translation and Interpretation Services, with a small business size standard of $20,000,000.00.
A Firm Fixed Price award will be made to the responsible offeror submitting an overall quote that is determined best value to the Government’s needs, price and other factors considered, using the procedures prescribed in the technical evaluation factors.
Quote Submission Instructions
Responses to this Request for Quote are due electronically to Demetria.carter@fema.dhs.gov no later than 12:00 pm PST, on Tuesday, June 20, 2023.
Instructions for Submitting Contractor Assurance Information (See Attachment 4) The offeror shall submit information supporting this certification to the CO at the time quotes are due. This submission will only be reviewed by the CO in making a determination of responsibility. This information will not be reviewed as part of a technical evaluation and will not count against page limits for technical quotes.
Contractors are requested to submit their pricing to provide the services outlined in the attached statement of work. The Service Contract Act of 1965, as amended (41 U.S.C. 351) is applicable to this procurement for American Sign Language services and the following wage determination shall be applicable to the resulting labor hour contract: Wage Determination No.: 2015-5693.
Period of Performance will be 90 days from date of award.
Evaluation Factors for Award
The Government will award a firm fixed price order resulting from this solicitation to responsible contractor whose quote conforming to the solicitation will provide the best value to the Government, price and other factors considered.
The factors are listed below in descending order of importance. All evaluation factors, other than price, when combined, are significantly more important than price. The following factors shall be used to evaluate offers:
Factor 1 – Technical
The contractor’s quotation shall be evaluated on its demonstrated ability to provide American Sign Language (ASL) interpretation onsite, virtual/remote, prescheduled according to need to accomplish the tasks outlined in the Statement of Work.
Factor 2 – Price
Offerors shall complete Attachment 2 Pricing Worksheet. Do not change the government provided estimated level of effort; simply complete insert the rate. The government will confirm calculations for accuracy.
