Specifications include, but are not limited to: In support of the GDOT’s I-285 Eastside Express Lane and I-285 at I-20 East Interchange Projects, which are part of the Major Mobility Investment Program (MMIP), GDOT requires the collection of traffic data to be utilized for analyzing existing traffic levels and forecasting future traffic levels; which in turn are used to develop concepts and design plans for the aforementioned GDOT highway projects. The types of traffic data that GDOT requires to be collected includes but is not limited to: Bi-directional traffic volumes Bi-directional classification counts Turning movement counts Peak queue length Travel time segments The Department desires to engage a Proposer to collect, format, organize, and provide the prescribed traffic data information for further traffic analysis and forecasting purposes. The awarded Contractor will perform the services as described below, which is further detailed in EXHIBIT VII – Roadway Corridor Maps and Count Location Description Tables . These services include, but are not limited to the following: 1. Provide all equipment, materials, accessories, transportation, traffic control devices, and incidentals that are required to perform the services. 2. Identify count locations with COUNT ID, location description as provided (See EXHIBIT VII – Roadway Corridor Maps and Count Location Description Tables), and provide actual field Global Positioning System (GPS) point coordinates (i.e. latitude and longitude coordinates) for each count location on the count data sheet. 3. Provide electronic files and documentation as outlined herein, or as directed by GDOT or their designated representative. 4. Participate in initial coordination meetings as requested by GDOT, or their designated representative. 5. Submit all requested collected traffic data in a format as outlined herein, or as directed by GDOT or their designated representative. 6. Perform all tasks in accordance with GDOT's current policies, procedures, guidelines, standards, and other information applicable to the services. 7. Perform all tasks in accordance with the GDOT Design Traffic Forecasting Manual, American Association of State Highway and Transportation Officials (AASHTO) guidelines, and the Federal Highway Administration (FHWA) Traffic Monitoring Guide (TMG). 8. Perform all tasks in accordance with the safety procedures described in the Manual of Uniform Traffic Control Devices (MUTCD). 9. The awarded contractor shall comply with GDOT’s lane closure restrictions/requirements. The contractor shall coordinate with GDOT, or designated representative, at least seventy-two (72) hours in advance of all planned activities to ensure advance notification is provided. 10. The awarded contractor shall perform at a minimum fifty percent (50%) of work requirements. 11. Key personnel supporting this effort must be located within a one (1) day driving distance; approximately four hundred fifty (450) miles radius of Atlanta. Key personnel are defined as Project Manager, Field Supervisors, Field Staff, or any other staff that directly support this contract.
