Traffic Analysis • Traffic Data Report (TDR) • Traffic Forecasting Report (TFR) • Intersection Control Evaluation (ICE) o Stage 1 & Stage 2 • Traffic Engineering Study • Note that TE should be completed at/before Final Field Plan Review (FFPR 5. Property Owner Early Coordination Letter (ECL) for Field Work – a. Property owner Access ECL • Consultant drafts ECL • GDOT/Atlas and Community review ECL • GDOT/Atlas discuss how questions will be routed (website, phone, email, etc.) • Ensure project details are in a public location available to the public to view • Consultant provides distribution list of ECL to appropriate property owners and sub-consultants then sends list to Community and GDOT/Atlas • After distribution, fieldwork can begin 10 days later • Official ECL and distribution list saved to project records 6. Office of Environmental Services (OES) assignments a. Dependent on the GDOT schedule, PD, PJS, and ESB. 7. Environmental Early Coordination a. Cultural Resources (CR_106) Notification Letter (ECL) • Consultant prepares • Community and Atlas/OPD team review • Consultant sends to OES History • OES history review cycle • Consultant distributes approved CR106 ECL to outside entities o State Historic Preservation Office (SHPO) issues receipt and number – share with the Community & Atlas/OPD b. Tribal Notification. • Dependent on CR106 ECL OES History approval • OES history sends package to OES archaeology • OES archeology initiates to the Native American Tribes • Tribes have a minimum of 30-day response period • OES archeology maintains records and provides tribal response information to the Team c. Ecology • Consultant to coordinate and report back to team • Known water resources within the project limits • Information for Planning and Consultation (IPaC) • Any Threatened or Endangered (T&E) species identified? o Potential species identified in the IPaC o Habitat may not be known until fieldwork o If known, what are the survey season requirements? o Any consultant contract modification required? d. National Environmental Protection Act (NEPA) • Consultant to prepare and report back to them. • Atlas/OPD team and Community review. • Consultant sends to OES NEPA analysts. • OES NEPA review cycle. • Consultant distributes to various entities.
