Specifications include, but are not limited to: Conduct Data Analyses, Provide Technical Support, and Produce Technical Reports for the following events: • June 2019: Standard setting for US History to identify performance that meets and exceeds standards on the AKS. Standards must be applied to 20 prompts in the current year (and all future prompts) such that expectations remain consistent for any prompt used. • June 2020: Standard setting for science to identify performance that meets and exceeds standards on the AKS. Standards must be applied to 20 prompts in the current year (and all future prompts) such that expectations remain consistent for any prompt used. • Annual technical manuals beginning in July 2020 for the US History test and July 2021 for the Science test; annual technical manuals will include data from all administrations, both retest and main. Requirements for Standard Setting • Provide staff onsite during the summer of 2019 for US History standard setting to assist GCPS in leading and documenting the process. Collaborate to determine the methods to be used, staff to be utilized, timeline, process, etc. Document processes and procedures used in Standard Setting. Produce technical report for standard setting process. • Provide staff onsite during the summer of 2020 for new Science standard setting to assist GCPS in leading and documenting the process. Collaborate to determine the methods to be used, staff to be utilized, timeline, process, etc. Document processes and procedures used in Standard Setting. Produce technical report for standard setting process. Minimum Requirements for Operational Data Analysis (during scoring) • Produce raw-to-scale score tables that provide the scale score and performance level of record within 48 hours of receiving the final scored data file from GCPS. • Assist GCPS in checking the tenability of the scaling tables for the current test taker population (i.e., post-equating check) • List the software that will be used to conduct data analyses. Use software that will allow analyses to be transparent and replicable; ie no proprietary software should be used, instead industry standard software should be used. • Meet standards for interoperability, such as those from IMS. • Allow full access for an audit by a third party • Ensure quality assurance and control processes are well-addressed including: Secure data transmission Data cleaning Data forensics (e.g. to detect cheating)
