Specifications include, but are not limited to:3.1.1 Site Control and Planning. The Authority intends to enter into a long term ground lease with the Master Developer, retaining ownership of the land. The Authority is anticipating a financial return on the land through land lease payments and/or significant cash flow return on the proposed projects. A preliminary conceptual plan shall be developed, approved by EPHA and subsequently presented to the identified stakeholders for feedback and input. A final Master Plan shall be completed with designation of development phases and a detailed development schedule. 3.1.2 Market Analysis and Appraisal. A detailed market study shall be required to determine the overall feasibility of the conceptual plan of the project as proposed by the selected developer. The selected developer will also be responsible for any dditional market analysis and appraisals to develop and obtain financing for the project. 3.1.3 Design/Approvals. The selected respondent will be responsible for the development of design and construction documents in accordance with the Design criteria set forth further in this document, and obtain EPHA and HUD approvals as needed. The Master Developer will also be responsible for obtaining permits and any other approvals required.
