The Department of Juvenile Justice intends to expand the existing facilities on the campus of the Milledgeville Youth Development Campus (YDC) located at 800 North Glynn Street, Milledgeville, Georgia 31061.The vision for the expansion includes the construction of approximately 74,000 square feet of program space targeting the following components and estimated gross square footage: Program Component Program Space (GSF) Administrative and Staff Areas A lobby area 1,288 GSF Administration space 3,031 GSF Staff areas 988 GSF Control Center 1,050 GSF Est. program component space 6,357 GSF Housing Component Housing living unit - 48 Bed 17,934 GSF Housing - support areas 5,663 GSF Housing - exterior courtyards/activity areas 2,400 GSF Est. program component space 25,997 GSF Program and Services Areas Intake / Administration areas 2,520 GSF Medical / Mental Health Services 4,321 GSF Visiting/ Multipurpose space 2,450 GSF Academic support space 2,950 GSF Teaching spaces 6,874 GSF Vocational spaces 5,733 GSF Food services / kitchen /dining 4,038 GSF Laundry 1,200 GSF Gymnasium 7,788 GSF Est. program component space 37,874 GSF Warehouse/Commissary/Maintenance Office, bulk storage, workshop, tool storage 850 GSF Est. program component space 850 GSF Est. Circulation 1,500 GSF Total Building Program Space Estimate 74,088 GSF The 48-bed housing unit, comprising approximately 25,997 square feet of combined space (see housing component spaces listed above), will integrate the steel cell model with individual showers in each cell, and will include youth programs and staff areas directly associated with daily operations of the housing component, including some exterior outdoor space. A Support Building and other program support spaces, comprising of an estimated 48,100 square feet of space (see spaces listed above), will include space for programs/services typically provided on a YDC campus including, but not necessarily limited to, education/vocational classrooms, full commercial kitchen and youth dining hall, gymnasium, administration areas, intake, as well as medical and mental health services space. The scope of work will include a control center, security electronics and CCTV for the expansion. This could include the incorporation of an existing housing unit, that will continue to be occupied during and after the completion of the new construction, into the new programming model to operate as one facility. The civil scope of work to be completed may include expansion and connection to the Richmond County public water and sewer system. The new water line would connect to the county’s main trunk line that is 1 ½ miles away. The new facility will be on a new water system and the existing buildings on the YDC campus will remain on the existing water loop fed by the water tower. Additionally, the DJJ is interested in incorporating various components of outdoor support space into the project if determined it is feasible to do so. The CM/GC’s scope of work could include outdoor project program components including, but not limited to, an outdoor track and ball field, outdoor staff break area, outdoor work area, outdoor visitation area, horticultural courtyard/greenhouse, parking for visitors and staff, and Sallyport/Transportation components., depending upon the needs of the Using Agency. Note: The Owner intends to use 6 sided seamless prefabricated cells in the housing unit cell block. The Owner is considering the option of purchasing and providing the cells outside of the CM/GC’s scope as well as considering the option of including this in the CM/GC’s scope. A final determination will be made as the project develops.
