Specifications include, but are not limited to: The primary components of this study will include: public input and needs assessment; facility and programming concepts; funding and partnership assessment; and construction and operation costs. A. Public Input and Needs Assessment: Engage the community and conduct necessary research and analysis to identify and evaluate the community need for a community center with indoor aquatics, including evaluating current recreational facilities in and around College Park and determining the geographic and demographic draw area of the Center. Engagement should include but not be limited to: a. The creation of a citizen tasks force that will be able to oversee and monitor the community meetings. b. A minimum of four (4) focus group/stakeholder meetings. c. A survey distributed to the citizens of the entire City of College Park d. Community open houses and/or charrettes, a minimum of three (3) total e. Other engagement activities as proposed and/or recommended A. Facility and Programming Concepts Determine several scoping options regarding facility and program scope, size, features and amenities, and prepare an initial cost estimate for each option, broken down by facility features and amenities. Scoping options should include at a minimum: a. Aquatic programming options to include the latest trends in aquatics to include swim meets and swim club teams. b. Aerobic fitness training options that may include cycling or other training. c. Educational component with the option to create a science, technology, engineering, arts, and mechanical (S.T.E.A.M) program. d. Workforce development program e. Multipurpose space; i.e. boxing, technical training, rock climbing, challenge courses etc. f. Other non-traditional activities that may be available B. Funding and Partnership Assessment a. Assess partnership opportunities, including identification of collaborative partners in the public, private and not-for-profit sectors, and how such partnerships impact the funding and operation of a community center. b. Recommend and detail possible funding mechanisms and partnerships to build, operate and maintain a center. C. Construction and Operation Costs a. Estimate cost to construct a community center b. Prepare an operating pro forma detailing anticipated operational and maintenance issues and costs c. Propose level of fees that would be appropriated to citizens and non-citizens to offset operation costs. d. Offer comparable data and cost comparisons of other similar facilities in the metropolitan area A final report should be prepared and submitted to the City of College Park, including a presentation to the council at a workshop session.
