Specifications include, but are not limited to: Perform a Biosolids management assessment and prepared study for the purpose of evaluating biosolids management options in Georgia. The assessment and resulting study/report shall evaluate current conditions and describe technologies that are available to various sectors of the state, the range(s) of moisture removal that can be expected and approximate cost per ton from a capital and operating cost perspective resulting from management improvement options. It is further envisioned the study will include previous and newly collected data and assess multiple approaches for regional and distributed final disposal solutions for biosolids. It should identify multiple disposal options and evaluate the benefits and risks of those solutions taking into consideration geographical biosolids production data and hauling costs. The study should identify which drying technologies are appropriate for different disposal options including land application, composting, landfilling or thermal destruction of biosolids.
