Specifications include, but are not limited to: Water Services Department (WSD) is seeking a vendor or contractor with the capacity to analyze WSD's financial activities, policies and procedures as well as the organizational structure of WSD's Finance Division and make recommendations based on industry standards and best practices. The successful bidder will need to be able to meet the following standards and expectations: 1. Capability to implement effective financial management best practices regarding standard financial policies and procedures to achieve greater efficiency. a) Review and recommend industry standard financial policies for the conduct of the department's financial functions and activities. b) Implement a comprehensive set of financial and accounting procedures that provide administrative controls for the day-to-day activities for WSD's Finance Division. 2. Assess the organizational structure of the Finance Division. Provide recommendations that facilitate long- term planning and staff development which reflect appropriate assignment of responsibilities and delegation of duties.
