This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912L7-24-Q-0529 and is issued as a request for quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04, effective 1 MAY 2024. The associated North American Industrial Classification System (NAICS) code for this procurement is 562991 with a Local Small Business size standard of $8M. This requirement is Small Business set-aside.
This solicitation will close on 28 MAY 2024 @ 10:00am CST (11:00pm EST). FOB Destination shall be in the Place of Performance. – SEE REQUEST FOR QUOTE
CLIN 0001: Base (POP 01 JUNE 2024 – 31 MAY 2029) (PRICE SHOULD INCLUDE MOVING LATRINES NO MORE THAN 4 TIMES PER YEAR)
The Contractor shall provide all necessary resources, management, personnel, materials, transportation, supplies, and equipment, except Government Furnished Property (GFP), necessary for the rental of the specified amount of latrines and dates that are outlined in the attachment (PWS/RFQ).

52.212-2 EVALUATION – COMMERCIAL ITEMS
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
- Small Business, local area set-aside
- Price, Delivery, Cleaning schedule
- Technical Acceptable for the Government
Technical and past performance, when combined, are significantly more important than price.
Return the EXCEL RFQ and The 52.204-26 from the Solicitation filled in below (highlighted in YELLOW)
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
