This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Quote. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Savannah District is issuing the sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for civil works facility services. The result of this market research will contribute to determining the method of procurement.
Summary of Work:
The purpose of this contract is to provide janitorial, solid waste collection, landscaping and pest control services of the Engineers Depot as described below.
It is the intent of the following technical provisions to procure complete and efficient janitorial, solid waste collection, landscaping and pest control services of the Engineers Depot for the Government under NAICS 561210 Facility Support Services. The Contractor shall furnish all labor, equipment, materials and supplies necessary for keeping the Engineers Depot facility clean and orderly. The Contractor shall provide a building cleaning schedule to the COR.
Work Areas: Buildings 1 and 2.
Building 1: Approximately 2,000 SF to include Offices (x3), Restrooms (x3), Locker Room (x1), Shower Area (x1), Hallways. This building may be renovated during the performance of this contract. The SF to be cleaned will remain the same.
Building 2: Approximately 4,000 SF to include Offices (x2), Cubicle Work Areas (x3), Conference Room (x1), Break Area (x1), Restrooms (x2), Storage Room (1), Hallways
Weekly Cleaning: The Contractor shall provide the following cleaning services every week for all areas. Hard surface floors (concrete, linoleum, wood floors, etc) shall be swept and mopped, using an appropriate cleaning agent, on any exposed flooring. Carpeted floors shall be vacuumed, and spot cleaned for any spills or stains. Furniture items such as desks, tables, and cabinets do not need to be moved for any floor cleaning. Restroom cleaning shall include the following: cleaning/disinfecting of all toilets, urinals, sinks, and showers using an EPA-approved disinfectant solution and in accordance with manufacturers’ instructions, cleaning of all mirrors with a glass/mirror cleaning product, sweeping and mopping all floors and shower stalls, and emptying all trash cans within.
Yearly Cleaning: All hard surface floors shall have any preexisting wax sealant stripped and shall be resealed and refinished. Carpeted floors shall be vacuumed and shampooed and water extracted. Desks, sofas, and other large/heavy furniture do not need to be moved.
Solid Waste Collection: The contractor shall furnish all labor, equipment, materials and supplies necessary for collecting all trash at the Engineers Depot. The Contractor shall provide dumpster(s) and a schedule for the regular emptying of the dumpster(s) to the COR that ensures all trash collected at the Engineers Depot can be placed in the dumpster(s) without overflow.
Landscaping Services: The Contractor shall inspect and furnish all labor, equipment, materials, and supplies to maintain the Engineers Depot landscape. The Contractor shall mow, trim, edge, weed, prune, and mulch grassed and landscaped areas at the depot. This shall include seeding and maintaining new areas, reseeding bare areas, replacing or adding trees/shrubs, or other landscape improvements as directed by the COR. The Contractor shall also control undesirable weeds and maintain and inspect the facilities site for stormwater erosion areas, gravel replacement, and minor embankment erosion repairs.
Pest Control: The Contractor shall inspect and furnish all labor, equipment, materials, and supplies to accomplish the monitoring, trapping, chemical control methods, and removal of pests at the Engineers Depot. The Contractor shall provide site-specific recommendations for structural and procedural adjustments to aid in pest prevention. The Contractor shall apply pest control products as deemed necessary to control the population and presence of a variety of common pests. Pest control shall include both insecticides as well as Insect Growth Regulators (IGRs), insect monitor strips (sticky traps), exterior sprays, or anything else deemed necessary to minimize the population of harmful pests.
