A. Meeting Coverage & Audio Visual Support Serve as back-up support for video coverage of City Council meetings, Planning Commission, and other designated public boards and commissions when City staff are unavailable. Provide professional-quality video recording with clear audio and visibility of speakers, presentations, and public participation. Support live streaming or broadcast integration as needed. Deliver recordings in formats suitable for public record, Tyb.TV playback, and online archiving. Ensure compliance with accessibility requirements, including capability for closed captioning. Set up and operate microphones, cameras, projectors, and other AV equipment during meetings and events. Troubleshoot and resolve technical issues to minimize disruptions. Provide supplemental equipment when City-owned resources are insufficient. B. Event & Program Coverage Provide videography services for occasional City events, press conferences, and community programs. Capture supplemental B-roll and highlight footage to support future public information campaigns and communications. Work with City staff to ensure event coverage reflects City branding and messaging. C. Content Production & Editing for Tyb.TV Work with Communications Department staff to provide end-to-end video production services to create original programming for Tyb.TV, including scripting, filming, editing, and graphics. Edit meeting coverage, event footage, and City announcements into broadcast-ready segments. Produce highlight reels, community updates, public service announcements, and promotional videos that inform and engage residents. Incorporate City branding, lower thirds, graphics, and captions to ensure consistency across Tyb.TV content. Assist with the creation of short-form content (e.g., social media clips) derived from Tyb.TV programming to extend reach beyond the channel. Deliver final content in formats optimized for both Tyb.TV broadcast and online platforms. Collaborate with City staff to maintain a programming calendar and ensure a steady flow of new and engaging content. D. Availability & Responsiveness Be available on an on-call basis with reasonable notice for meetings, events, photography, and Tyb.TV production assignments. Maintain flexibility for evening and occasional weekend coverage. Coordinate closely with the City’s Communications and IT staff to ensure smooth integration with City systems and platforms. E. Photography Services Provide professional photography of City employees, leadership, community events, and public meetings on an as-needed basis. Deliver edited, high-resolution images suitable for website, social media, Tyb.TV, and print communications. Ensure images align with City branding and accessibility guidelines.
