Specifications include, but are not limited to: The purpose of this Request for Proposal (RFP) is to obtain a utility billing software that will meet the core functions as defined in the Requirements Section and allow the County to grow into future needs. The software will integrate all aspects of the utility services, including customer account management, billing and collection, and interfaces with multiple platforms including the meter reading systems, the asset management and work order system, customer payment/portal systems, and the County’s Enterprise Resource Planning (ERP) system, MUNIS from Tyler Technologies. In addition, Columbia County wishes to implement improvements to the system so that customer interactions are enhanced, and staff time is used in the most efficient manner. It is expected for the vendor to assume responsibility for leading the implementation of new software, to include that task of data conversion from the existing software platform as well as to provide sufficient training for staff to be proficient in using the software. Columbia County may enter into a professional services agreement with the vendor that best meets the needs of the County and provides the best value incorporating implementation, data conversion, training, and support.
