Envisioned Services 1. Accessibility Program: Offer consultation sessions where local governments can request guidance on ESPCrelated questions. Like the U.S. Department of Energy's state and local ESPC campaign, this program will provide accessible, expert advice without requiring extensive commitments. 2. Direct Engagement: Provide direct support to local governments at any phase of the ESPC process, from initial feasibility studies to project implementation and monitoring. This flexible engagement model allows technical services at any point, addressing specific needs and challenges of the local government in pursuing ESPCs. 3. Measurement and Verification (M&V) Support: Assist local governments with M&V protocols and savings validation, ensuring that projects meet performance guarantees and deliver expected energy savings. Program Administration and Oversight GEFA will have a designated program manager responsible for coordinating with Technical Assistance Consultants and local governments. Regular progress reports will be submitted to GEFA leadership, detailing program metrics such as: • Number of local governments engaged • Total energy savings achieved • Project timelines and milestones • Feedback from participating communities These metrics will enable GEFA to track program effectiveness and report successes to state and federal officials. The services of the Technical Assistance Consultant(s) are expected to: • Define clear paths and efficient assistance for local governments in pursuing ESPCs • Provide clear, attainable, and measurable progress in increased uptake of ESPCs by local governments. • Implement processes that will foster better collaboration of local governments in utilizing GESPC program and the Energy Resources Division of GEFA and support functions • Build adaptability and innovation into the Technical Services to respond to challenges such as policy and funding shifts • Provided needed services for an initial period of one year. If successful, continue beyond the initial period into a continual program offered by GEFA, depending on available future funding. The envisioned term of Consultants) scopes may be renewed after 12 months, with a clearly defined end date.
