Secure services at a rate that best suits the needs of the County granting an exclusive Franchisee to a Contractor for residential solid waste collection services. Extend street and road life by minimizing heavy truck traffic throughout the County. Consolidate collection days to minimize the number of days materials are set out and minimize littering. Provide a basic level of solid waste reduction and disposal needs of residents of the Unincorporated County.
