Specifications include, but are not limited to:APS recognizes that a number of non-profit organizations have made significant strides in improving student achievement around the state and country. APS seeks to form partnerships with one or more of these organizations and contract for services to improve one or more of its high risk schools beginning as early as the 2016-2017 school year. Potential partners will demonstrate a successful and significant track record of positively impacting the trajectory of achievement for demographically similar students to those in the identified schools. Examples of educational service providers may include, but are not limited to: local non-profit organizations, charter school operators, and education management organizations. This RFP seeks partners to provide turnaround services, interventions, and support to existing APS schools beginning as early as the 2016-2017 school year. The structure of the partnership will be negotiated with the selected organization(s). School zone boundaries and student enrollment policies for the identified schools, as defined by the Atlanta Board of Education and APS, will continue to apply. Purpose The purpose of this RFQ is to identify and select qualified partners for the APS Turnaround Initiative. Partners will provide turnaround services, interventions, and supports to one or more existing APS schools identified as consistently low performing under the terms of a contract with the Atlanta Board of Education. Program Goals - To dramatically improve student achievement for both short-term and long-term success; - To increase operational efficiency of the partner school(s); - To manage and support all or part of the partner school's operations; - To abide by the terms of the APS charter system contract and guidelines; - To collaborate with the established governance team for the partner school(s); - To provide a high quality educational environment to APS students within the partner school(s); - To meet objectives, goals, and deliverables for the partner school(s) as established by the partnership; - To abide by applicable local, state, and federal spending guidelines, practices, and laws for use of public funds
