• Assigning an onsite staff member to facilitate the following services provided by the consultant; • Representing the County before elected and appointed officials at the state and federal level based on stated priorities and positions of the Board; • Facilitating meetings and appointments with key decision makers at all government levels; • Serving as early warning radar on state and federal government policies and debates which impact the Board’s ability to effectively lead the County; • Determining appropriate opportunities for the Board and staff to be involved in developing and implementing public policy at the state and federal level. • Providing directly, or through a subcontractor, a web-based legislative tracking system that allows staff to submit comments on legislation introduced by the General Assembly; • Providing a system administrator for the web-based legislative tracking system to develop security access levels, add system users, provide troubleshooting services, etc.; • Identifying appropriations that will contribute to the levels of service and quality of programs provided to the citizens and stakeholders of the County; • Serving as the communications link between the Board and legislators, including the Gwinnett legislative delegation with the distinct charge of accurately and completely communicating with the Board and appropriate staff as frequently as necessary; • Developing a government affairs strategy with the Board by meeting with or communicating with Commissioners or appropriate staff as frequently as necessary; • Meeting regularly or reporting to the Board on a timely basis to assure that priority initiatives are being managed effectively; • Preparing, in consultation with the Board and top staff, appropriate talking points for internal and external communications related to priority issues; • Producing briefing documents, written testimony, etc. for appearances before committees; • Producing facts sheets, correspondence and talking points, etc. for educating legislators, staff, and or for use by the Chairwoman, Commissioners, and other County officials; • Providing information and research on identified projects/areas of interest the County; • Attending Board of Commissioners meetings; • Referring media to County staff, where appropriate; • Performing miscellaneous related duties.
