Specifications include, but are not limited to: The PM will report to the Chief Operations Officer, and be in coordination with the staff of FacilityServices. The PM will provide, in conjunction with the Owner s staff, management of the capitalimprovement program and the individual projects which comprise the program.The PM shall provide the following services in accordance with the Master Agreement for ProgramManagement Services. These services shall include, but not be limited to:A. Management of the Capital Improvement Program1. Coordinate and administer the Program, interfacing with internal staff of variousdepartments and representatives of outside organizations.2. Develop a Program Management Plan which outlines and defines the capitalimprovement scope, schedule and budget by project. Develop the criteria and a processto identify priorities for the various work items.3. Develop a Program Procedure Manual which will provide the framework on how theprogram will be executed on a day-to-day basis. The manual will identify teammembers roles and responsibilities, as well as approval processes, lines of authority,reporting requirements, external communications with local school principals andstakeholders, and any other procedures necessary for the success of the program. TheProgram Procedure Manual shall incorporate all policies of the Board of Education andGeorgia Department of Education, as well as the requirements of local and state buildingauthorities.4. Provide computer scheduler/analysts to develop and maintain a comprehensive masterschedule within our Oracle Primavera P6 Enterprise Project Portfolio ManagementSoftware which documents the sequence and time frame for each project in the Program.Report on progress and status will be submitted at regular intervals as requested by theOwner.5. Review project budgets developed to date and create a master program budget. Prepareand maintain program s master budget incorporating the Owner s cost accountingprocedures. Produce cash flow models to track anticipated project receipts againstprojected expenditures. Develop a process that provides cost control and timely, accuratemeasurement of program and project expenditures incorporating earned valuemanagement techniques. Prepare periodic summaries of program expenditures for theOwner s review. The costs for the web-based project reporting system licensingagreement and any required maintenance fees will be the responsibility of the Owner.The PM shall be responsible for properly converting existing SPLOST III project datafrom current legacy systems over to new web-based project reporting system
