Program and Project Management: For each task order, a kickoff meeting shall be scheduled after the notice to proceed has been issued and each Task Order award is made to discuss plans and timelines and clarify roles and responsibilities. The kickoff meeting will be held at the DCFR offices, the Contractor’s offices, or by teleconference. Work Plan - For each Task Order, the Contractor shall develop a written work plan, minimally including all essential interim and final deliverables, key staff responsible for tasks, schedule of key deadlines, and clarifications or updates specific to each task. B. Communications, Branding, and Marketing: This function supports DCFR in developing strategy to support its mission and goals through a broader agency-wide communications plan, and development or enhancement of customized strategic marketing plans through: • Creation of branding initiatives and guide • Generation of public awareness of products, services, and public safety issues • Identification and analysis of target markets • Establishment of measurable marketing objectives The bidder must develop, deliver, and execute complete marketing and dissemination plans to include content strategies, promotion plans, social media plans, messaging, tracking and delivering results. Example deliverables include, but are not limited to: • Assessment of current communications activities and materials • Dissemination Plan • Strategic Communications Plan (SCP) to guide the marketing programs, public education, and advocacy efforts across web, mobile, and social media platforms. • Partner Development and Promotion Plans • Social media plans • Social media toolkits • Developing and pretesting concepts, messages, and materials • Managing implementation • 508 Accessibility compliances C. Creative Services: This Task Order calls for the ability to deliver creative services that include video pre-production, production and post-production in-house. The contractor will work to develop a suite of communication products to support the marketing, recruitment and training objectives of the Scope of Work. Examples of templates and dissemination formats needed, but are not limited to: • Social media messages and graphics • Video production • Audio capture • Video editing • Motion graphics, 2D and 3D animations, geospatial animations, and character animations • Streaming video (Facebook Live, Instagram Live) • Graphic design • Exhibit design and delivery • UI/UX design, web design, web development/programing • Training materials for instructional design to include SCORM compliance • Written content to include scriptwriting, web content, social media content, promotional materials (such as brochures), and other materials as needed. Multilingual translations as needed.
