The firm will provide the City of Tybee Island professional planning and design services to assist in the development of a master plan. The plan will include conceptual design documents, preliminary cost estimates as well as scope and schedule documents. An effective proposal will include detailed information for providing the following work items: 1. Information gathering including comprehensive analysis of existing site conditions and meeting with City staff and stakeholders, including an advisory committee. 2. Solicitation of community input, through a series of at least four (4) outreach events including but not limited to community meetings, City Council workshops, public hearings, starting with a kick-off meeting. Care should be taken to adequately address the needs of the many stakeholders and users of Memorial Park through multiple events. 3. Development of a master plan for the site which considers potential uses for the space and future priorities in development while allowing for multiple rounds of review and feedback from City staff. 4. Estimated costs, schedule, and scope of work for proposed future improvement at the site. The Master Plan should guide the development of additional park infrastructure, the redevelopment and/or inclusion of existing facilities, and the reimagining of programming within Memorial Park, including the strategies to accomplish the specific goals and objectives. The Master Plan detail will: 1. Create a plan for future development to determine where new (or renovated) park and recreation amenities will be located based on the feedback received from community outreach. Specifically identify areas of improvement to security, lighting, sustainability, and climate resilience; as well as improvements to recreational and educational programming and usage. 2. Incorporate a plan to unify and enhance landscaping and greenspace within Memorial Park. 3. Work with Tybee Island Maritime Academy representatives, the City and other stakeholders to determine the ideal location for a potential new school and shared-used facilities within the Park. 4. Analyze utilities, access, existing uses, landscape features, and create an inventory of all types of monuments and memorials, signage/landmarks, and user groups within the project area. 5. Analyze and propose enhancements to the circulation patterns within Memorial Park, including but not limited to, the condition of the existing trail, pedestrian accessibility, Americans with Disabilities Act (ADA) compliant modernization opportunities, condition and alignment of park access and adjoining public streets, special event traffic, and parking. 6. Analyze agreement opportunities to manage usage and programming in existing and planned facilities. 7. Analyze and evaluate any proposed improvements or proposed or expanded usage, including but not limited to potential impacts on Memorial Park, including maintenance, programming, and park access; and opportunities to provide enhanced integration with park usage, activities and programming. 8. Complete a preliminary environmental review for impacts related to the construction and/or remediation of projects proposed in the Master Plan.
