Specifications include, but are not limited to:. City of Atlanta is soliciting for a qualified vendor or firm to update the City’s fixed asset inventory of City owned personal property and infrastructure as well as appraise, at replacement value for insurance purposes, all city-owned real property of buildings and structures, and improvements including collection of Construction, Occupancy, Protection and Exposure (COPE) Data. Personal property is defined as all equipment, machinery, furnishings including Fine Arts and vehicles. Infrastructure assets are defined as long-lived capital assets that normally are stationary and can be preserved for a number of years. Included are roads, bridges, tunnels, drainage systems, water and sewer systems, and lighting systems. For purposes of this RFP real property is defined as buildings, and building improvements. The personal property, infrastructure and real property associated with the Department of Watershed Management, the Department of Aviation and non-major business-type are included. Items not included in this inventory are supplies, inventory and personal property of individuals. In addition, the City desires to implement a bar code reader system of tagged assets. It is envisioned such hand-held devices will be placed at the department level for asset tracking and control purposes. It is anticipated the hand-held system will interface with the City’s ERP Oracle System. All valuations of real and personal property and infrastructure shall be performed in accordance with General Accepted Accounting Principles (GAAP) with special emphasis on compliance with Government Accounting Standard Board (GASB) Statement 34. In the absence of historical documentation, the Vendor shall appraise assets at estimated historical cost using industry- w i d e a c c e p t e d m e t h o d s a n d p r a c t i c e s . T h e v e n d o r s h a l l w o r k c l o s e l y w i t h t h e C i t y ’ s O f f i c e of Fixed Assets Management and gain their approval of all procedures and methodologies employed.
