The selected consultant will: Conduct a comprehensive impact fee study. Analyze eligible services, including: o Parks, Recreation, and Open Space o Roads, Streets, and Bridges o Water and Sewer o Public Safety o Additional qualifying services Develop a propose impact fee schedule based on cost analysis Evaluate potential reductions, appeals, and exemptions. Provide administrative guidance, including: o Establishment of an advisory committee (5-10 members) o Staffing recommendations o Administrative cost analysis Assist in integrating a Capital Improvements Element (CIE) into the City's Comprehensive Plan, including: o Steps for preparation, adoption, and updates Provide a written assessment of how an impact fee program can support the City’s financial and development goals.
