Specifications include, but are not limited to: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary for Inmate Telephone Services as per the scope of services outlined below . A.INTRODUCTION AND PURPOSE The Unified Government of Athens-Clarke County (ACCUG) is a unified city/county government located in the northeast section of the state of Georgia and is approximately sixty (60) miles northeast of Atlanta, Georgia. The Unified Government of Athens-Clarke County (the government’s official name) was formed in 1991 by a referendum which required the combining of The City of Athens and Clarke County. ACCUG serves an area population of approximately 100,000 with annual growth projected at 1% per year. ACCUG provides a multitude of local and state funded services, which includes, but is not limited to, Public Safety, Utility, Courts, Corrections, Tax and Fire Services. ACCUG employs approximately 1,600 people. The vendor shall provide all personnel, equipment, hardware, software, system engineering, material maintenance, labor, and any other items and services necessary to provide, install, implement, interface, and maintain the inmate telephone system at the Clarke County Jail as described per the scope of services outlined below for the period to be determined, approximately August 2015 through June 2016, with an option to extend the contract for four (4) additional one-year terms if agreeable to both parties. Clarke County Jail is located at 3015 Lexington Road Athens, Georgia. The expanded jail facility, scheduled to open in the fall of 2015, will have inmate capacity of approximately 600 beds at the completion of Phase 1 of construction, and a capacity of approximately 800 beds upon completion of all phases of construction and renovation in 2016. B.GENERAL REQUIREMENTS 1.Physical Security: The vendor shall safeguard all Unified Government of Athens-Clarke County property provided for vendor use. At the close of each work period, vehicles, facilities, support equipment, and materials shall be secured. 2.Access Control: The vendor shall have access to non-security areas of the Clarke County Jail by staff escort to the area, and access to security areas of the facility by continuous jail staff escort. Vendor personnel that are required to work in secure areas of the jail are subject to a criminal background check requirement. 3.Contract Performance Period: Contract performance period shall be from date of award until June 30, 2016, unless terminated by either party giving to the other written notice of termination in writing thirty (30) days prior to the proposed date of termination. Termination by the Unified Government of Athens-Clarke County can be immediate upon contractor failure to comply with any of the terms. 4. Hours Of Operation: Continuous (24 hours / day, 7 days / week)
