Specifications include, but are not limited to: 3.1 The vendor will assign a full time project manager to maintain continuous and iterative project management in support of two phases of the project (assessment and implementation). The project manager will develop and maintain project plans, outlining key milestones relative to the assessment and delivery of the proposed solution. Key project roles/skill sets must be outlined along with supporting resumes. 3.2 The vendor will provide the approach to scope management such as scope planning and scope definition tasks to result in a Work Breakdown Structure (WBS), known informally as the Project Plan or as a Detailed Implementation Plan (DIP). This WBS must identify and record all major tasks, milestones and deliverables associated with the project. The work must be decomposed into tasks that allow for accurate estimation of the work and resources required to complete the Project. Any task that requires more than 80 hours or 10 workdays to complete must be further decomposed. During execution of the project, the vendor must measure performance according to the WBS and manage changes to the plan requested by APS. When tasks are complete, the vendor must seek verbal acceptance from APS for each task, and formal written acceptance of each deliverable. All project plans must utilize Microsoft Project or other tool approved by APS. 3.3 The vendor will provide weekly status reports that include detailed tracking of issues, risk, action items and milestone projections.
