• Monitoring – Consultant shall be a reliable and consistent conduit of information to and from the delegation members, other members of the governing body and committees, staff, and agencies; monitor and provide regular reports, both orally and in writing, on current legislation, the budget process, development of future legislation and regulations or any such events that may directly or indirectly impact CAT. Consultant’s close work and frequent contact should be undertaken with guidance and direction of the CAT CEO with the CAT Board of Directors. • Bill Tracking Service – Consultant will obtain and monitor all legislative matters that affect CAT’s interests and will forward copies of these matters to CAT. • Regular Bill List – Required actions related to CAT’s legislative positions will be logged into the Consultant’s bill tracking system and updated regularly. CAT will be provided a link to this system for viewing and comment. • Legislative Advocacy – In addition to communication of CAT’s positions on key legislative action, support for development of action agendas will be provided, in collaboration with CAT, to guide the prioritized legislative activities, to raise consciousness and awareness of issues relating to CAT and to improve communications with leadership. • Coordination of Legislative Regulatory Efforts – Consultant will work with CAT in coordination of a legislative/regulatory program, which includes the development of an annual work program and legislative/regulatory positions, and legislation drafting when appropriate. • Special Projects Facilitation – Consultant may assist CAT, upon request, with strategic or crisis communications or other special, unique legislative projects as needed. Review of grant applications, as needed. • Establish an Active Presence – Consultant must establish a strong identify and presence in Washington DC, Atlanta or regionally on behalf of CAT. • Budget Issues – Consultant shall focus on efforts in supporting CAT’s appropriations, requests, and legislative objectives during sessions of the legislative body, federal or state, on spending and authorizing legislation, including coordinating meetings with relevant members or staffing support of CAT’s funding and regulatory objectives, as appropriate. • During the General Assembly session, a weekly update will be provided on activities and actions. A monthly update will be provided on Congressional activities and actions with interim updates as may be needed.
