Specifications include, but are not limited to: The University expects the following tasks at a minimum to be performed:Conduct initial onsite consultation and data gathering visit with the University s administrative staff toadvise the University of the current negotiation climate, general challenges, new developments andissues unique to the institution that may impact the University s F&A rate negotiation.Although the bulk of the work can be conducted via conference calls, email or video conferencing thebidder should expect to be onsite during the initial negotiation phase.Develop a rate negotiation strategy for the University in compliance with OMB Circular A-21.Advise the University of F&A proposal areas which are most susceptible to in depth scrutiny byFederal auditors and describe potential resolution steps.Provide guidance in the treatment of specialized service centers in rate proposal development.Compile and analyze University specific financial information as of fiscal year ending June 30, 2011.University requires a draft rate proposal for review by April 16, 2012. Complete and deliver thefinal proposal to the University by April 30, 2012. The University will provide financial data to thesuccessful vendor within twenty (20) business days of the vendor s request for data. Data will beprovided in one of the following formats: Excel, Word, or PDF (portable document format). Aformal written report of recommendations for future financial practices to maximize F & A rate andrecovery within limits established by OMB Circular A-21 by June 15, 2012.Prepare the final F&A rate proposal for University review and approval and assist Universitypersonnel in negotiating with the cognizant agency. Additionally, the vendor will provide theUniversity supporting documentation of final figures.Advise administrative staff on the final proposal, negotiation strategy and expected outcomesAdvise University staff in responding to post submission data requests and inquiries from DHHS.Prepare University department personnel for DHHS site visit, if required
