Purpose The purpose of the Powder Springs Dallas Railroad Crossing Elimination Project is to enhance public safety, reduce traffic congestion, improve emergency response times, and support economic development by eliminating one or more at-grade railroad crossings within the City of Powder Springs and surrounding areas. Complete conceptual engineering and other designs identifies one or more preliminary project alternatives that fulfill the draft and need and transportation goals and objectives. d. Examine the physical feasibility and general constructability of the design, including consideration of potential construction phasing and continuity of operations during the construction period. e.
