Specifications include, but are not limited to: The City seeks to engage a master developer (“Master Developer”) to work with the City in connection with development, construction, and operation of a mixed-use development of City-owned parcels of real estate (“Sites”) located across from City Springs, that will serve as an anchor for additional private development in the City Springs District. The City desires a creative approach to development that accommodates market demands, creates a unique district with curated retail and restaurants, and advances creative placemaking strategies that will enhance activity in the City Springs District. The development should align with the vision established through the 2012 City Center Master Plan and the 2022 City Springs Master Plan, currently in progress with completion by January 2023. The Sites are approximately four (4) acres in total, located south of the existing City Springs campus, as shown in Attachment A. The Sites currently include 108 City-owned parking spaces, vacant land, a temporary fleet facility for City vehicles, and a small building that serves as a gym for the Sandy Springs Police Department. The Sites are largely located within the City Springs Zoning District (CS-3), described within Article 4, Division 4.7 of the City Development Code. The City may consider rezoning the Sites to align with the mutually agreed upon development plan. a. Project Design. Working with the City, the Master Developer will be responsible for all aspects of design for the Project. City objectives include mixed-use development on the Sites, including a boutique hotel, office, retail, and residential components, with preference for owner-occupied housing, as dictated by market demand. Designs must comply with all applicable codes and regulations. b. Professional Services. The City’s preference is that the Master Developer will provide all professional services necessary to plan, design, permit, construct and manage the Project, to be more fully defined in the Contract. c. Construction. The City’s preference is that the Master Developer will be solely responsible for completion of construction on the Project. d. Finance. The Master Developer will be required to identify the funding sources necessary for the Project, including any required equity. The City is open to Responses that consider all types of public-private partnership opportunities and financing alternatives, including taxable or tax-exempt financing or other powers pursuant to the Development Authorities Law (O.C.G.A. § 36-62-1, et seq.) e. Lifestyle / Concierge Programming. The Master Developer will be responsible during the term of the Contract for programming and concierge services that enhance the community activity on the Sites.
