The City of Savannah's Savannah-Chatham Metropolitan Police Department(SCMPD) is seeking a consultant to evalute the SMART Policing Program implemented in 2010. Program Description:The SMART Policing Program consists of eight components that are designed toreduce violent crime in the City and Chatham County. This program, consisting ofthese eight elements, will be implemented during 2010 and will extend into 2011.The scope of work for the selected evaluator will be to examine the implementationof these eight components, analyze the effectiveness of each, and providerecommendations for improving the effectiveness of the individual elements and theoverall program. Preference is given to academic institutions, and especially thosepossessing faculty with experience in criminal intelligence and/or homeland securityissues.A substantial on-site presence is desired to monitor programimplementation.2.8Goal of the Program: The overall goal of the project is to reduce violent crime. TheCity project seeks to accomplish this goal by: (1) targeting repeat offenders, in bothpunitive and rehabilitative means and (2) targeting violent geographic hot spotswhere chronic problems persist. The City's two measureable objectives are:2.8.1 Objective 1: To reduce the number of violent crimes committed by repeat offendersby 20% from 1,041 in the base year to less than 833 annually.2.8.2 Objective 2: To reduce the number of crimes occurring in the hot spot target areasby 20% from 443 in the base year to less than 359 annually
