Project Description: The Department of Juvenile Justice (DJJ) is planning an expansion of its existing Youth Development Campus (YDC) and Regional Youth Detention Center (RYDC), located at 4160 Riggins Mill Road, Macon, Georgia, building upon the design prototype established from previous (RYDC) and (YDC) housing units developed by the architectural firm Nelson. The proposed 86,000 square foot addition will include housing for 80 beds and support spaces. Of the total area, approximately 36,000 square feet will accommodate the YDC facility with 56 beds, while 21,000 square feet will be dedicated to the RYDC facility with 24 beds. The two housing components will be separated by controlled access to ensure appropriate separation between the populations. Combined, the YDC and RYDC will occupy 57,600 square feet. The remaining 28,400 square feet will feature a range of essential support facilities, including an 8-bed medical wing with associated medical support spaces, a full commercial kitchen and dining hall, administrative offices, a gymnasium, intake area, and a new main entrance to the building. The Owner intends to use 6 sided seamless prefabricated cells in the housing unit cell block. This is an occupied campus and DJJ’s only campus housing females. The existing facilities must remain online and operational during the entire construction. Which means all existing utilities and cctv/locking control systems must remain operational at all times. When it is time to transfer power for the new buildings, the crossover of utilities needs to be in “minimum” hours, not days. Safety is a priority for both the construction workers as well as the individuals being housed on campus. The construction site will be in close proximity to the online buildings and campus activities. The separation will be a 12-foot high fence, no climb and black out screening, all precautions must be addressed daily to eliminate any incidents occurring. There may be consideration of double fence line as an extra safety precaution where the two areas come together if space permits.
