Specifications include, but are not limited to: : The firm selected shall provide the below services at a minimum. 2.1.1 Conduct systematic review, to include staff interviews and data collection, of all aspects of the Citys human resources function to include: o Civil Service ordinance o Recruitment o Benefits administration o Classification/compensation o Performance appraisal process o Forms review o Records maintenance o HR policies and procedures o Employee training and development to include New Employee Orientation o Risk management and safety o Strategic planning o HR information technology o HR facilities o HR organization and staffing 2.1.2 Conduct peer city and best practice review as related to identified HR functions.
