Specifications include, but are not limited to: A. Minimum Requirements The acceptable project and solution must meet the following minimum requirements: i. Build the website using a decoupled headless content management system (HCMS) that is capable of supporting the multiple departments and the needs of internal content creators (NOTE: The City will not consider proposals for websites built on platforms such as WordPress, Drupal, Joomla, etc.). ii. Reliance on Content as a Service (CaaS) infrastructure and API-first technology to build out the services offered to our citizens. iii. Website to feature a fully responsive design and be designed with a mobile-first approach. iv. Ability to support the City’s web presence and all sites/functions for all City departments/agencies. v. Provide flexibility and adaptability for integration of future services and technology enhancements.
