Specifications include, but are not limited to: The services under the resulting contract shall consist of performing to the satisfaction of the department all those construction engineering services necessary or incidental to accomplish the contract consistent with applicable professional standards. 1. It shall be the responsibility of the Consultant to monitor and inspect the work such that the project is constructed in reasonable conformity with the design-build agreement, technical provisions, special provisions, project plans, supplemental specifications, standard plans, and standard specifications. 2. All services shall be performed in accordance with the established standard procedures and practices of the Department. Before furnishing any services, the Consultant shall be familiar with those Departmental standard procedures and practices as outlined in The Source (http://www.dot.ga.gov/PS/Business/Source) and associated documents and with informal procedures and practices including the project management control system utilized for administration of the agreement by the Department. 3. Since the services under the contract are to be paid in whole or in part with federal or state funds, the services shall comply with all applicable federal and state laws and regulations. 4. The Federal Highway Administration (FHWA) may participate in all conferences and reviews. Projects can be selected by FHWA as Project of Division Interest (PoDI). If selected as a PoDI, the Division may prepare a Project Specific PoDI Stewardship & Oversight Plan for each project selected as a PoDI. If the Consultant’s project is selected as a PoDI, additional coordination, reporting, and audit participation may be required. 5. The Prime Consultant shall not be the CEI on any Design-Build project, for which the Prime consultant is on the Design-Build Team as Engineer of Record. B. Services To Be Performed by The Consultant: The Consultant agrees to: 1. Observe the Design-Builder’s work to determine the progress and quality of work, identify discrepancies, report discrepancies, and coordinate with GDOT, the project management consultant, and the Design-Builder to correct such observed discrepancies. 2. Provide traffic management oversight. 3. Provide material verification. 4. Maintain project issue log. 5. Maintain construction inspection reports. 6. Support project meetings. 7. Support the project close-out process. 8. Coordination w/ GDOT and its consultants, including the developer responsible for the Operate Maintain and Commercialize (OMC) scope. 9. Collecting and organizing submittals, reports, warranties, and other documentation. 10. Attend meeting(s) and conference(s) required to administer the design-build agreement. 11. Become familiar with the standard construction practices of the Department, the construction plans, and agreement(s) for the project, including the Design-Builder’s proposed schedule of operations before beginning field services under the contract. 12. Coordinate with GDOT to assign a sufficient number of technically qualified and experienced personnel to the project to perform the services required under the contract, before issuance of Notice to Proceed to the respective Design Build Team. 13. Immediately notify GDOT or its designee of any unanticipated project conditions. Immediately report to GDOT, the project management consultant, and the Design-Builder of non-conforming traffic control or work that affects life and safety. 14. Withdraw any personnel or halt any services no longer required, at the request of the Department, or within a reasonable time after the lack of need becomes apparent to the Consultant. 15. Perform Consultant field operations in accordance with the Department regulations and accepted safety practices. 16. The Consultant shall provide transportation equipped with appropriate safety equipment, communication devices, and personal protective equipment including but not limited to hard hats, high visibility vests, and incidentals as are needed to accomplish the services required under the contract. Communication devices shall be able to receive and send e-mails, texts, and photos. 17. Measure and compute quantities of all materials incorporated into the work and items of work completed and maintain an item record account. 18. Collect, properly label, or identify, and deliver to the Department all original diaries, logs, notebooks, accounts, records, reports, and other documents prepared by the Consultant in the performance of the contract, The documentation shall be delivered periodically, after the contract, or as requested by GDOT. 19. Develop the punch list for assigned projects and support the closeout of each project. 20. Before the design-build team commences the Work the consultant shall develop inspection plans, inspection checklists, and criteria for inspection of the Work. The consultant shall present the said plans, checklists, and criteria for GDOT review and acceptance.
