Specifications include, but are not limited to: 1. The successful Contractor(s) will provide sufficient staffing to check in customers, monitor the various material containers and staging areas, and minimize contamination or cross-contamination of materials and/or to minimize disposal costs. Minimal staffing levels to be provided at each site are as follows: - Sharon Park -2 Attendants - Chevis Road - 2 Attendants - Wilmington Island - 3 Attendants 2. Wilmington Island Recycle/Drop-off Center will be open at 8:00 A.M. and will close at 5:00 P.M., Monday through Saturday, and will be open on Sundays from noon (12:00 P.M.) to 5:00P.M. Chevis & Sharon Recycle/Drop-off Centers will be open at 8:30 A.M. and will close at 5:00 P.M., Tuesday through Saturday. Successful Contractor(s) will ensure that gates are open and closed at the times indicated above. Locks and keys for gates will be supplied by Chatham County. All Recycle/Drop-off Centers will be closed for the observance of the following holidays: - New Year’s Day - Independence Day (4th of July) - Thanksgiving Day - Christmas Eve (½ Day-Centers will close at 12:00 noon) - Christmas Day 3. Successful Contractor(s) will be under the supervision of the Director of Public Works or his designee, and will manage and maintain the centers as follows: A. Contractor will ensure prompt, courteous treatment of all citizens of Chatham County. B. Contractor will ensure that all incoming loads or recyclables are thoroughly inspected and that all materials not approved by Chatham County for collection are rejected before the citizen is directed to the container or drop-off area. C. Contractor will ensure that all residents using the site are monitored while discharging their load to prevent mixing of waste, or contaminating of materials to be processed, diverted, or recycled. Certain materials for ex. “Used oil” should be handled exclusively by the attendant. In the event that loads contain materials which cause damage to County equipment or generate a cost to dispose, the successful Contractor may be responsible for damages and incurred cost caused by foreign objects, contamination, and materials in poorly or improperly inspected loads. D. In the event that loads are not thoroughly inspected and contamination of materials occurs, the successful Contractor will be responsible for the removal and disposal of the prohibited or contaminating materials at his/her own cost. E. In the event that residents improperly discharge materials either in the wrong container, on the ground, or in an area not designated for staging or collecting, the successful Contractor will be responsible for separating, cleaning up, and properly disposing of the materials on site. F. Contractor will ensure that all materials designated for collection at each facility are placed in the appropriate container, bin, or staging area. G. Contractor will consistently perform routine maintenance to the facility and grounds as required to present a neat, clean, organized, user-friendly Recycle/Drop-off Center for Chatham County residents. H. Contractor will provide all tools, supplies, and equipment necessary to maintain the building and grounds to a high standard of housekeeping and perform maintenance on a daily and weekly basis. Daily upkeep and maintenance will include but is not limited to such activities such as litter collection, sweeping, cleaning bathrooms, porta-potties, mopping floors, dusting, weeding and clipping (including in, around, and between collection containers and bins). Weekly maintenance will include, but is not limited to mowing, weeding, and clipping.
